Reserve Accounts for A Deal's Expenses is this Capital Deployed?

I have a follow on question to my previous question today.

When I find an Investment I need to deposit money into a Reserve Account for expenses related to that deal. Is this considered money deployed? As it relates to management fees can I charge fees on this? How do I write it in to the PPM?
