So first off, I want to get into MM Investment Banking and I go to a non-target. I've heard that non-targets need a higher GPA than targets in order to get consideration by hiring managers. My cumulative GPA is a 3.676. Would it be ok to round it up to a 3.7 on my resume? I've heard that 3.7s look much better for non-targets

Yeah, just include the appropriate scale. So if your gpa is "3.68 / 4.00", adjust it to "3.7 / 4.0". I've done this from X.65 --> X.7.

I like to keep it consistent so yeah that’s technically fine but I would do “3.68 / 4.00”

I wouldn't. Round to 2 decimal places, a 3.676 is not even that close to a 3.7
If any company actually asks for your transcripts, you're going to look really bad.
EDIT: For all the MS you guys are throwing at me, doing what OP asked is literally a conduct violation at my university. They specifically forbid students from rounding to one decimal place unless it's mathematically accurate to two decimal places.

Judging by the MS, that seems to be the case. Meh, I still think it's a sketch thing to do, but if we're being honest here if I saw someone list a GPA at 3.7/4.0, I'd think 3.65 too. So I see your point (though I still don't know if I would do it personally).
