Should you be more aggressive in networking with family connections?
By aggressive I don't mean calling/emailing the connection every day. Rather, I mean if they don't respond, to follow up after a week through a phone. If they still don't respond, follow up with another email.
If they tell you they'll refer you to a contact or if they give you advice trust them that they'll get back to you.
I'd like to think that the connections have a bit more patience with you if they know you through family. However, you can't take their time for granted and flood their voicemail and email with requests to meet all the time. Only set something up when you have to come with great questions and let them do the talking. That'll prevent from alienating the family connection you have.
Do you think that you can be a little more aggressive (without being a pest) in networking with family connections?
I think you can be more aggressive because of the closer relationship, also I think because you should hold them to a higher standard. If someone in your family has the ability to help you out and doesn't, than in my opinion that person should be dead to you. Don't be over the top, but be more aggressive than you normally would with a non family connection.

So I have some family friends who work at BBs and are relatively high-up (they've been working for a while). There is a problem though; they're all in IT (we're Indian, nuff said).
I'd obviously prefer to be in a revenue-generating part of the firm. Do you know if IT people have clout with the other departments? Can they credibly recommend people for entry level analyst positions other depts.?
I'd like to know this before I approach them so I know how to phrase my requests correctly.

In my experience, no. I know a family in HK- the mom is in IT at Nomura, the dad runs a small hedge fund. The mom could not get anything for her daughters who both went to targets in California and had top stats
It really depends. If they have friends in front office roles they can put you in touch with those people
