Strategy for top tier applications

Dear WSO,

This late summer I'll start applying to top tier consultancies. I performed poorly in my undergraduate studies in finance at a mid-level uni in my home country (not overly well renowned and def not target school). Scored 690 on the GMAT and entered a top european business school for master in strategy, where I am in the top of the class and I will be going to St Gallen for exchange this fall after an internship at a mid-tier MC in financial services. I have worked really hard to get my act together and it's starting to show.

Regarding this, I have two questions. 1) 690 on GMAT seems a bit low for top tier consultancies, should I leave it off my resume if they don't ask for it? 2) I should probably explain my poor UG grades in the cover letter, right? If yes, then what is a good, attractive and parsimonious approach to doing that? I feel like I have to mention it because it sticks out like a sore thumb, but I don't have a good intuition of what constitutes a proper strategy to do that.
