To get into IB, should I double major in CS and finance or major in finance, minor in CS?
Not sure whether I should double major in finance & CS or just do a minor in CS with major in finance

The difference is very unlikely to be a deciding factor for any non-CS/quant role.
Whatever will get your GPA to/above a 3.8
This. I had a minor in Statistics and it did nothing but hurt my GPA and quite frankly no one (unless a quant role) will care about it.
earthwalker7 provided that it is better to major in both CS/Finance (what I am pursuing, I like tech and I am interested in how money works) as it gives a stronger opportunity to go into finance and other industries.
If you can do both, do both. If you can only focus on one, decide what interests you. I met a lot of friends who wished they gotten into Computer Science as opposed to Finance. Overall, I think CS will give you stronger opportunities.
