Obviously it's situational.. but, most employers don't like to promise things that they have no control over. Market conditions will have more governance over future job prospects within the company than your employers 'intentions'.

It's fairly obvious.. So they don't have to commit to you FT unless your are a good fit and work well in the org.
These positions quite often lead to FT if you prove yourself well--take it!
