Getting an offer in my experience, and for obvious reasons. Getting an offer takes incrementally more effort since you have to obtain an interview first.
Depends on who the person is. If you have a 4.0 GPA from a target, but you don't interview well, then getting the interview is easier. If you don't look great on paper, but you know every answer to every question and interview very well, then getting the offer may actually seem easier.
I interview well. I have problems getting interviews (not the best candidate on paper).
I would put myself in that category as well. But i've been hitting the interview prep books hard, and DCF breakdowns, financial statements, LBO's accretio/dilution analyses seem a bit overwhelming. I have no idea how kids without finance or econ backround could understand all this stuff. Unless they are really good at memorizing stuff.
I also found getting interviews much harder than converting to offers; I look like a better choice in person than on paper. My extremely non-target state campus and my public finance SA didn't help my case much either.

Im from a non-target as well. Networking has basically been my life for the past year. It definitely pays off.

Agreed, networking next to godliness. I made the interviews my bitch, my offer didn't come easily.
