I think a simp is a boy who uses social media and other digital sources to look at and comment on beautiful women who are way out of his league. This is a young lad who can't get laid no matter what, because of low self-esteem, no courage, height challenged or whatever else is out there. IRL this dude would be lost entirely.

I said boy because this term is mostly used for very young people, not IB folks who are in their late 20s or even 30s.
This term sometimes coincides with incels or desperate/thirsty boys. Example: Elliot Rodger

Also, many WSO users can be classified as a simp.

A simp disregards his own dignity and well-being to acquire attention from women regardless of whether she's a good person or not. Guys who cater to and put strange women on a pedestal are automatically simps because they do not know them well enough to judge their character, and therefore cannot say whether they are good people or not.

Simpin is often confused with "pimpin", as both have the potential to acquire interactions with women, except that simps go about it in an unnaturally desperate, pitiful way, that could end up harming them, whereas guys who are pimpin have more genuine interactions with women.
