Well what do you want to eventually do?
I would really like to do HR or HR consulting for my future career. This is only a 10 week internship offer. So to be honest, I haven't really figured out what my end career is. My goal was to get a offer in consulting or HR... And now I have gotten a offer in consulting and HR and they both are from top firms. I would probably enjoy doing consulting for the summer, but Citi is a Big 4 Bank. They are also global and very competitive. I assume Banks pay more than consulting firms even for their HR departments right? If I turn it down, what are my chances that I will be able to get another offer from a Big 4 Bank in the future? (btw I will most likely be in HR function of Diversity Management). I guess a better question would be is if I did HR what are my chances of switching to consulting later? If I did consulting what are my chances of getting into HR in another Big 4 Banks in the future?

If that is the case, go to Citi. Management consulting is obviously better though, but do what you like.

It will be close to impossible to go from HR to consulting, while it is possible to go from consulting to HR (though almost nobody wants to do that, so you will be in an unusual situation).

Your chances of going from consulting to HR are better than going from HR to consulting. That's how you should make your decision if you're really unsure.
HR is not human capital consulting
HR seems to be well respected in, say, Fortune 500 companies but gets minimal respect in MM size business and smaller. Management consulting might teach you something about the operations of a business; finance, ops, marketing, etc.
