What to make of this? - Emailed HR contact

I had a super day last weekend and was told I would hear back early this week. I didn't so I emailed my HR contact and she called me back explaining that they are still "assessing needs" and "waiting for some people to come back from vacation to make decisions." She told me that she would call me early next week to let me know (for sure). I kinda got the feeling that they have perhaps already given out offers and are waiting for someone to turn their offer down to get back to me? I want to believe that they still haven't made decisions but I fail to see how people coming back from vacation (who I didn't interview with) would be making the decision.

Along the same lines, would it be poor form to e-mail the MD I interviewed with and just re-iterate my interest in the position and how it is by far my first choice?

I would agree - you have been put on the back burner. It's not the worst thing that could happen though - you could be flat out rejected. You've still definitely got a shot - just need a few pieces to fall into place. Regarding contacting the interviewers - I think that is a good idea - but not to "reiterate your interest" in the job - they know your interested and know you'll tell them that they're your first choice - whether true or not. Instead, shoot them an email to thank them, if you haven't already, and let them know your status - you have been told that the final decision will come to you next week and so forth. Sound excited, and feel free to ask them a quick follow-up interview question. Good luck.
