Why do recruit like to mess with students?

Just wondering whether HR gets a kick from messing around with students, from ghosting applicants after an interview, keeping job posts open even AFTER its been filled, and my favourite of all, not talking to desks that are spearheading recruitment, just to turn around and tell grads that they cant sponsor visa AFTER interviewing them. Pour one out for my international homies.

Question is why? I understand the whole thing of "there's always a new talent wanting to take your spot" but even as a person, isn't it a pretty low move to do things like that? And I would get it if they are like FO and get some sort of ego from their job, but its literally HR, isn't being human part of the job title?! Love to get the Monkeys view on this.

To add on, its probably because these firms have a lot of behind the scenes things that they need to take care of.  With these companies getting hundreds of emails a day and thousands of applications each year, it isn't until they actually have their finalized intern class that they'll be as responsive as you expect them to be.
