Will the AT&T and Time Warner merger be subject to government regulation?

We are all aware of the upcoming AT&T-Time Warner merger. Yet, Wall Street Journal states:

Donald Trump told supporters in Gettysburg, PA., he would block the deal if elected president. "It's too much concentration of power in the hands of too few," he said, calling the merger "an example of the power structure I am fighting."

AT&T believes that it can convince Trump that the deal will ultimately benefit the consumers. However, I think that if Trump does not cut down his insistence on this issue like he has with others, the deal might not go through as planned. What do you think?
