Worth the extra cost to go from non-target to semi target?

My uni (York) isn’t a total non target (~50-60 alumni work at each bulge bracket bank - checked through LinkedIn). I have a 30% scholarship and which amounts to £15,000. Even with this, fees are super expensive for me but manageable.

Is going to a semi-target (Nottingham/Bristol- 100/150 alumni at BB IB through LinkedIn) worth the extra cost if I can’t get a scholarship? I have the grades to get in easily. It would cost around £20,000 more.

My train of thought is that being debt free is worth saving that much of money, and masters courses at elite universities + my course at non-target end up being slightly higher total cost against 3 years at a semi target.
