Is there a platform that allows retail investors to participate in HFT?
If so, what are your thoughts on it?
If not, do you think that such a platform could ever be successful?

No. There are many reasons why this wouldn't be a realistic concept, but for starters high frequency trading typically involves capturing spreads so small that you would need a significant amount of capital to take advantage of this.
Can't see it working, sorry. I mean, those computers are very expensive. Maybe run your own trading algo that's not HFT?
I've been working with some university researchers on algorithmic trading. We've tested it in non-North American markets with very positive results. The trade interval we've been using is around 1 second which isn't as fast as HFT, but still incurs some noticeable commissions. Do you guys know what's involved with setting up a direct trading platform to the American or Canadian stock markets? We're trying to decide whether we should try and secure angel funding for such a platform, or go with an existing platform like C2 and pay their fees.
Not really an option for retail traders, mainly because the computer yyou will be using won't be powerfull enough and also because the basic wireless internet access(wi-fi) providers will kill your execution.
You can still engage in automated trading, which has been quite profitable for many.
Honestly, I don't see any reason why anyone operating a sucessful HFT platform would want to take retail investors on board.
