Advice to a Graduate, and getting into Graduate Analysts programs?

Background for Context 
A little background is in a Triple major in Finance, Business Analytics, and MIS. I went to Ohio University. Interned at a Venture/PE principals firm as an analytics engineer, Hedge Fund as a Research analyst (Crypto Analyst), and then for an AI firm for my capstone as a research analyst. I wasn't in any financial orgs, although I tried. I had my full-time offer at the Hedge Fund then we were acquired 1 month before I graduated, and they let everyone go.

My Search 
My search for ER jobs has been less than ideal, but it truly is something I'm passionate about. The overall issue I have run into is that I hardly get interviews. The interviews I get also entertain 1-2 year experience candidates, which frankly I cannot compete with. I've seriously run out of places to apply for I didn't go to an IVY or even a top 50, so New York and Chicago aren't even an option considering my lack of experience. I've gone from the botique to the small ER shop route, but most of them, although they liked me don't know how to train entry-level people. So I'm going back to the drawing board and am applying to programs that BB and other larger banks have for new graduates. The issue I've run into is just getting the initial interview. 

Question
"Who do I reach out to for programs like these are they head of research are they recruiters? Want to know who to focus primarily on so I don't waste a bunch of time."

Any other advice and thoughts are greatly appreciated.
