Cold Email Networking working for EBs but not for BBs?

I'm a rising sophomore at a T10 (but is also non-target) School trying to break into IB. I've been cold-emailing IB Associates/VPs with any sort of similarity in our backgrounds. 

Surprisingly, my response rate with EBs has been >80%, while for BBs, my response has been pretty much 0%. 

Does anyone have any insight into this drastic difference, and how I can get into the recruiting process for BBs next spring? I'd appreciate any help.
