You should probably bring it up now. I don’t think it would reflect well to get the raise and then immediately bring up the topic of moving- it feels a bit misleading, and they may feel as such too which wouldn’t reflect as well.
Bring it up now, tbh if it was me I wouldn't want to pay someone the same salary to be fully remote. It's crazy, but it seems to be the expectation today wfh, flexible hours, same pay.
