HF vs LO

Why do you see people at HF's who have been there 2-4 years getting ready to take on risk and run their own sleeve, while at LOs 2-4 years is still seen as a jr (most LO's would want you to have at least 13-15 yoe before running any money). This divergence seems crazy to me. Thoughts?
