Would it be weird if I put mahjong on a cv for IB? Its a genuine interest and have been spending alot of time playing.

As a matter of fact, yes I did. There was one time my interviewer also played league and we just talked about his favorite champion instead of interviewing. That's one free interview in the bag there (and yes I passed the round).

This is spot on. But make sure whatever you list is something that you're good at, know more about than the informed person, and is something you're passionate about. There is a fair chance you will get grilled on it, so it shouldn't be something you're barely familiar with. Bonus points if there is a way to explain how that hobby translates into the role you're applying for (e.g. "I love the analytical and strategic aspects of Mahjong, and get excited about adapting to the game". Not that canned but you get the point).

I agree with others here. Put it on your resume.
A caveat though Mahjong is associated with irresponsible gambling in Chinese and a lot of Sino-sphere cultures. If you are applying to an East Asian firm, I'd leave it out.
Currently applying to positions in Asia (hk/sg), would it still get bad looks if applying to western banks like BBs?
Western banks are fine. The HR and interviewers are going to think of Mahjong as Poker, which is going to help with your application. Poker shows you understand risk-reward / game theory and composure + strong emotional control.
