It can be either - if you're located close to the personal geographically, then, when you reach out, I'd ask whether they have time for a brief discussion either over the phone or at a cafe near to their office. Most of the time I'd wager that bankers will choose the latter just given time, but it's polite to ask.
(If you're not close by and know you won't be able to show up easily if the banker suggests an actual coffee, don't offer it).
