Submit SA apps quick before new sem gpa comes out or wait till after?

Basically the title. I know this is a bit of a dumb post, but my gpa after freshman year at a target is a 4.0. After this semester gets factored in a few weeks from now I'm expecting a 3.95/3.97.

Should I submit my resume to the open 2024 SA apps with my 4.0 on it still? Would it look like I'm lying if it later comes up and it's no longer that?

Should I make sure to NOT submit till after for the "smart but not a tryhard" factor of a 3.9?
