Undergrad: IU Bloomington vs UNC Chapel Hill for business?

My younger brother is deciding between these two and is out of state for both. He received an 11k/year scholarship to IU, so it would be cheaper to go there. The overall cost of attending is 42k a year for IU vs. 53k a year for UNC. Also, the business school at UNC wouldn't be guaranteed, as he'd have to apply in his junior year. He's interested in finance and investment banking. Additionally, he got into UC Santa Barbara and UC Davis (in-state) for Economics.
