How do you find stocks down by percentage? I have an idea.

How do you find all stocks (including OTC and pink sheet stocks) that have gone down by at least 99%? For example if you type in ticker BBRW in Yahoo finance and click MAX on the chart... It says the stock has gone down 100% (they really mean about 99.9% but they round up.)

If possible, I would want the results on a CSV file and to include all USA stocks at least and it would be a plus to include other stocks like Canada, UK, Australia, etc.

So I ask me it's based on their all time loss (either from all time high to current price) or their IPO price go current price.

Also can someone at least confirm the above answer to that question also? Thanks.
