How to interpret the cold shoulder

Hi all,

About a month ago I was on a final round interview for a strategist position at a top AM/WM firm. In this last interview the hiring manager told me that they would be back with a decision within about two weeks after that date. Two days after the last date he told me he'd be back by I emailled to check so that I had not missed anything. He then replied that the couple of meetings that they had scheduled for their decision had to be post-poned, and that I would get a decision and feedback by the end of that week. Now, almost three weeks have passed since, and I do not know how to intepret this, or how to act (to email again or not) so I won't seem obnoxious.

Does this community have any thoughts on this situation?
