You're either a potential hire or a potential client. Their aren't many other types of people for a client service firm.
Typical recruiting outreach program. All the MBBs have special recruiting process for their offer/interview declines, talk to them if you are interested, otherwise no harm no foul. From their perspective, it is much easier than trying to find someone new to hire, and much lower cost (billable hour wise).

Didn't renege on an offer but I was close to offer stage. Would have thought pulling out right before offer stage would = a renege.

Leadership crap? Personal experience interviews (PEI) happens in every interview round.
