S&O Recruiting opportunities outside T20 MBA programs?

Hey all. New to the forum. I am currently a 2016 intake applicant to several MBA programs. Looking to make a career switch into consulting from operations post MBA. My question is about recruiting opportunities at various schools. When I searched the Deloitte recruiters, it looks like S&O MBA recruiting is done only in T20 programs. Is this accurate? I have a choice between vanderbilt and texas A&M with a generous scholarship. Both ranked about 27 by US News. However recruiting does not mention MBA senior level consultant positions at Deloitte S&O. Waiting on emory and tepper at the moment and it looks like S&O mba level recruiting is done there.

Am I going to be at a disadvantage if I go to a slightly lower ranked program when targeting these positions? Cost of the program is a consideration, but I will obviously bear the burden of a pricer program in the top 20 if the opportunities are greater in the long term. Advice is appreciated.

According to that it looks like Vandy is a target at the MBA level. However, I would imagine that it would be much harder to break into S&O from Vandy than from either Tepper or Emory.
