I don't know what 'totally BO' means, but it looks like a good opportunity. If you like it, apply. It looks like its probably pretty hard to get, so not sure why you are debating this so much in your mind unless you have an offer for this position already. Just apply. Apply to everything possible. Then, see what sticks.

How many positions have you applied for? It sounds like you're not in enough volume in your apps.

It sounds like you're in the 10-50 application(s)(submitted) range when you should be at 100-500+. Your scrutiny to apply seems very high. This opportunity seems at least worth a phone interview. If you can get a phone interview (which looks like it might be hard).

If you're spending this much time studying an opportunity without sending an application, you're doing it wrong. You should be going for volume in applications and then fielding the interviews and offers when they come back. You're not pigeonholing yourself in applying to something - you're giving yourself options. You might spend all this time and decide to eventually apply and then never hear from them.
