Does "hiring manager / Associate VP for recruiting" ask technical questions?

It appears that the person conducting my phone interview (for equities research) has the title "hiring manager / associate VP for recruiting." The person appears to be in HR- should I expect technical questions? Or do HR interviewers focus on fit? Thanks in advance for your time.
