Why not Brussels?

I was wondering, when the Brexit came to be everyone started speculating what would happen to the financial heart of Europe, currently located in London. I'm not asking IF it will move, but why everyone thought if it would move, it would go to Paris or Frankfurt.

Why not Brussels? It's the political capital of Europe, there are already some banks there and I can't imagine that the tax situation in Belgium is very different to France's or Germany.

So, why not Brussels?
