[QUESTIONS] Looking for advice - How to change for new career?

Not sure where to begin, nor sure if this is the right place to ask. I'll keep it as short and sweet as I possibly can.

My situation:

1) I've been in residential finance for 7+ years up until the housing market crash. I could not recover from it, and wanted to do something new.

2) Having a family of 4 to support, my priority was not finding a new interest but putting food on the table. With a background in sales, training, and mgt, I found an opening in electronics retail sales/mgt.

3) When we started to get back on our feet, I took the opportunity to try to break into the web development/design field as I've always had a passion for it (as a hobby).

4) I went back to college (taking a break from work) and took several online courses that focused on web development/design. While in school for the last few years, I have a 3.7 GPA. Straight A's in all but 1 programming class for which I recvd a "B."

5) My ultimate goal is to work from home for myself (freelancing). I will continue to work on this goal. I have received some work from small businesses as well as an international hotel chain.

6) However, all small businesses are slow to start and it's tough if there are 4 mouths to feed. So I need to work at least part-time while I continue to work on #5.

Here's the problem:

I don't even know where to begin with my resume! I have absolutely no formal job experience with any company in the field I am now pursuing. I'm changing careers.

So...how do I tailor my resume to focus on this new path when I don't have any tangible experience or history for it?

1) I was on Dean's List numerous times in college (3.7 GPA)
2) I've taken several design/development courses, but not focused enough for a cert or degree.
3) I do have my business site created and use it to showcase a small portfolio of sites and graphic design.
4) I've landed a couple gigs for a well known, international company (hotel resort).

So where to go with that w/ respect to tailoring the resume for a website design/development job? It doesn't have to be a high paying job. I'm not looking for the ideal job. I'm merely looking for something that helps complement my wife's existing salary now that she's working. Entry level, part-time...it's fine and it's enough (although I'm not opposed to full-time ofc).

As I said above...not sure if this is the right place for advice, but it's the first place I found in my search...so if anyone has any advice, it would be greatly appreciated.
