doesn't living in the same metro area as the company help get interviews?

assume that you have two applicants who are qualified.

One lives in Minnesota and the other lives in Chicago. If the firm is located in Chicago, will the applicant who is currently living and working in the Chicago area have any edge when landing an interview? I always thought that the bar gets lowers just a wee bit for local candidates.
