How soon can one transfer job locations? (Accenture)

I just received a great offer from Accenture, but the location is currently in the city where I go to college (think large Midwest city not named Chicago) and I initially had no intentions of staying here post-grad whatsoever. Seeing as it's my best, and currently only, option I was wondering what was the best way to go about transferring job locations to the area where I am from and want to be in (Washington D.C area). Some of the reasons why I want to be back in the D.C area is 1. My family and close friends still live in the area 2. It is significantly more diverse than the city I would be staying in 3. I feel there is more opportunity for my professional career in the D.C area, among other reasons. Should I ask the recruiter within the next few weeks to transfer or should I wait until I have worked significant time of the firm(6 months to one year) before transferring?

Additionally, if I was to live in the D.C area I would probably live at home for at least a year, so money won't be an issue. Would it be wise to offer to take a small pay cut in order to be in the D.C area?
