Referral from other country office

I was wondering how should I approach this situation:
I have a referral at the company I am applying for but it's from a different country. Should the referral be sent to the office I am interested applying to or to the HR office?

Should it be sent to:
1. Partners/MDs at each office I am interested in working for
2. HR at each office I am interested in applying to
3. Hiring Manager
4. HR in company's headquarters.

I would really appreciate any input.

 

Who are you sending your resume to? Are you sending it to an MD or partner or are you just sending it to the HR group? I would have your referral send an email along with your resume to someone who will look at it. Instead of you sending your resume in and them just saying yeah he's good.

I could be wrong but I think that if a partner/MD who wasn't actively involved in recruiting said "I need you to take a look at this guy" the recruiters would probably look at your resume, whether it was for the "right reasons" or just because someone at that level asked.

Can you do both? Why not have the partner place a call to the relevant counterparty and also send the resume to HR office, and have your reference let the partner know HR has also received the resume and he'd appreciate if the partner followed up with HR?
