Red flag or not?

I'm trying to lease a bit of land to whoever is interested and I've bumped into a character who says he is an "Independent Agribusiness Consultant", he has 500+ connections on LinkedIn (don't know if they can be faked or not, only made an account a few days earlier). When I contacted him, he said he had a few investors interested and required more information (which I gave him, don't worry I'm not sending title deeds proof until this guy is legit). Long story short, he wants me to sign term and conditions first and then tell me how payment for his expenses (land survey, transport, food etc) will work.

It just feels really weird now, it felt much more professional earlier but now it's just weird.

Any help from professional consultants?

You're right, this guy is a fake. Cannot verify some of the companies he has worked for and even verify his current position in another company

Absolute truths don't exist... celebrated opinions do.
