I have never been to a bank office that engages in any SEC governed activity (Read: I've never been to an office that houses any sort of SEC regulated activity) that doesn't have at least 1 bloomberg terminal in it.

As far as the second question, I'm SOL on an answer for ya.

The keys are really sticky though, and its really hard to use one because some PSIA or NLF analysts are always using them.

The American Airlines clubhouse at the LaGuardia airport terminal has a public terminal.  I'm in sales & trading and would guess that anyone in a front-office (faces clients) position has access to bloomberg.  As far as the users... well, their sales reps tend to all be young & good looking (both genders too) so if you want to find out exactly who uses it, you're going to have to start wine-ing & dining the rep to give you that info...
