When exactly does the FAQ come up

When exactly does the FAQ come up if ever after after new member has signed up for the site? I ask this because if you guys(Patrick) essentially force a new user to see the FAQ I think it would greatly increase the chance of them reading the FAQ. If they actually attempt read the FAQs they'd realize that GS TMT or ms m&a is a retarded question that is very difficult to answer without background of the individual and even at that point its still incredibly hard to say and also makes said new user sound like a retard.

Also is it possible to create a way to search the FAQs from the home menu of the FAQs not for me personally but for the other lazier members of this "community."
