corporate strategy & cover letter?

I know cover letters are a big thing and required for consulting firms, but what about corporate strategy? Obviously they are stated "optional", but do we need to have it?

Asking because I included cover letters when I applied for jobs and never got hit back for an interview, but when I didn't include the cover letter in the next applications.. I started getting interviews and got my current position at a BB.
