How hard is it to break into IBs as an international student at a semi-target? If I want to work in US, what GPA do I need?






You cannot really
You cannot really quantify/qualify the perfect candidate. Some people have gotten BB jobs with GPAs less than 3, some rejected with 3.5+.
Just network hard and prepare to the best of your ability.
Typically, you will want some EC involvement (finance club), competitive GPA (3.5+), and some networking.

Absolutely.

A higher GPA helps, but it's more about the school you go to with good OCR, good internships from BB names, and the contacts you make through networking with guys here in the states. It's hard to do all that when you don't go to school here.
