How shall I dress?

I am meeting someone tomorrow and he has told me that there is no need to dress smartly.
Does it mean anything or am I reading too much into it?
I assume it is still not ok to wear a T shirt and jeans. Neither is wearing a tie.
If I dress smartly then it is clear I am not good at following instructions. But I also want to make a good impression by still looking good.
Any advice?

I believe you're in London so "smartly" needs to be interpreted with regard to your location, but my more casual but still able to meet someone in a somewhat business setting is nice jeans & shoes, button down open collar shirt, and a sportscoat. That's what I think of for the northeast US cities or London. In Atlanta, for example, I'd go with Chinos and a polo shirt. It depends on your location.
