Confusing Job Offer

Last year I interned at a boutique advisory shop in the summer. This year after my final exams finished, I contacted my ex boss to know if they had any full time positions for me. He told me to send my cv and he would talk about it over his partner.

       So when I contacted him again in a few weeks he told me that they would love to have me over at their firm. He told me to wait till my exams finished and contact them again when I was done. So I waited till my exams finished then contacted them again. He then told me that he would be busy the whole week and could only talk again next week. 

      However, I ended up going for a holiday for a month and neglected telling him. When I came back and contacted him, we were making small talk then he asked me how my job search was going. In my head I was like " wtf ?! Why do you think we are talking. " Then I asked him about the job offer , he told me he would talk it over with his partner and then issue the offer letter. 

    In all my interactions with him I have always had to contact and <span class='keyword_link'><a href="/company/jpmorgan-chase">chase</a></span> him to get my job application moving. Its like he has very little interest in giving me the job. He would only think about my job application when I would contact him. I want to know if his lack of interest in giving me the job is normal or a red flag ?

This is probably normal as he is very busy. If he says he's going to give you an offer letter then this is good. Don't be discouraged by his apparent aloofness, but also don't put all your eggs in this one basket. You should continue interviewing until you get other favorable offers and then come back to him and courteously let him know you have another offer but would prefer to work for him but need to let the other place know within xxx days. He was asking you about the job search to determine if you were still a candidate but he needs to know when you have another offer that he needs to expedite his process.

My final exams had just finished and I had a verbal offer from this firm. So I didn't think it was much of an issue. Also I had spent the last 7 months trying to find a full time job after graduation but my Visa status was always an issue which came up in interviews.

So you had a set salary and start date? Why didn't you just start on the date described verbally?

The verbal offer did not specify any details like salary or start date. It was pretty much like we want you to work for us and will discuss the details later on.

"We want you to work for us" is an expression of interest, not a verbal offer.

It was up to you to take that interest, spell out formal terms, and close the deal.
