Consultant says you have do Phase II for Off-site Concerns - This is one that can be tricky it needs to be vetted out before a call is made. I would say that generally speaking off-site issues are often times not really concern but it does happen. I review a ton of reports and here are some of the reasons you will need to sample - the site is impacted by know groundwater plume from off-site property... the site is adjacent to a contaminated dry cleaner or industrial property where chlorinated solvents are know to be in groundwater. Most times adjacent gas stations are not a concern unless there is free product present as petroleum chemicals are not as risky as chlorinated solvents PCE (dry cleaning chemical) and TCE (industrial solvent and breakdown product of PCE) specifically. When we talk about off-site concerns the risk to the project site is usually from vapor (unless site usually on-site well for water or irrigation) so you need a groundwater plume to be present as vapor off gases from groundwater. In Phoenix AZ the groundwater is over 200 feet so the risk from vapor from off-site property typically not a concern because of the depth however in Orange County CA the groundwater is shallow so the risk is greater and in CA the allowable levels are so low there is more a concern same thing can be said for NJ. In Florida there are no vapor standards but doesn't mean you dont have to evaluate the risk for the lender from human health standpoint.
