Etiquitte around internal application

I'm looking to jump to a new job internally once the waiting period is over (12 months). I'm currently back office but I'm looking to go to our ER division.

What is the general thought on talking to boss before or after applying?

My boss is pretty chill, just worried they might be pissed since without me there is no real backup and everyone else is very tenured in the department and i'd barely be pushing over a year before trying to jump ship.

Any thoughts or advice from other people's situations would be awesome.
