One of my interviewers reached out to say ' A brief note to express thanks for your continued interest in xyz. The team enjoyed meeting with you and will be in touch if future opportunities come up.

Yes, "we will be in touch if future opportunities come up" is a stock business phrase meaning exactly, "you didn't get the job." Note, though, that "we wish you the best in your future endeavors" means "don't bother us again." You didn't get that.
So what can I take from the 'please get in touch if you have any questions or need any advice?..
Is it not a little strange that the managing director reached out directly to send me that email considering that HR is usually responsible for managing the process...

Update: A month later, I get a call from HR asking how I am etc and when would I be free for a call?
We exchange a few emails trying to pin down a time and HR then proceeds to ghost me, wtf?
Looks like they got mixed signals from someone they hired -- he/she was probably leveraging other offers. The person accepted which is why they stopped responding.
Could be a classic case of HR keeping you warm for whatever reason.
I'd wait for a few more days and maybe reach out to one of the people who interviewed you.
You need to run far, far away from this company. It's fun to speculate on the reasons, but the bottom line remains the same: this is a bad company. I have heard many stories like this and have one of my own from recruiting and I've never seen a candidate say, "I really wish I had ended up at company X". In the long run, it almost always works out that the company is in bad shape/disorganized/poorly managed/whatever. You should consider yourself lucky that you didn't end up here.
or the HR team sucks
HR usually sucks in general, but it is a question of how bad they suck.
