Referral told me to contact him with his permission, what should I do?

Hello everyone,

I got referred to a VC Senior Partner, who was on a business trip in China. My referral introduced me to this SP through email and wrote to him "with your permission, he will contact you upon your return from China". Unfortunately, I have not heard from the SP for a month and hesitant to write him an email, because my referral did say "with your permission, he will contact you upon your return from China" during the introduction. I also know that gmail can be very hard to access in China sometimes, so there is a chance where the SP never read the email in the first place. What should I do now?

I know this might be a silly question, so I appreciate the time you guys took to read this and thankful for any advice you guys can offer.

Just email him. Its just an email.
