If you want to be in NYC then you should do it. If you don't really care about being in HK for 2 years (or more) after you graduate, then go to HK.
Also, if the HK gig is not a top BB then forget it and go to NYC.
It sucks to sometimes burn bridges, but you're young and you have to do what is in your best interest. They haven't paid you anything and they are not going to sue you (it's simply not worth their time or money).
If you've made any personal connections in the HK office that could be tough to manage... but unless you really want to be in HK longer term it seems like you should just send them an email and tell them as gracefully as possible that you will not be able to intern with them this summer. I promise you are not the first student to back out of a signed SA offer.
