Can failing to get a return offer from an internship affect your background check for another job?

Just curious because I may be in this situation soon enough. I didn't do anything illegal or terribly bad during the internship. I also definitely tried and showed up every day; I was just not great at some things. I think I just wasn't as good with technical skills and some soft skills as other interns.

I also interned in EC, and the job would be in strategy, if that helps.

Additionally, I have no criminal background or any other red flags, and my other internships were more successful.

It did not come up during the interview for the offer I got.

Yes, you're eligible for rehire. That's an HR checkbox that doesn't have to do with performance. For instance, some companies will put you on a rehire blacklist if you quit without giving 2 weeks notice, or if you're fired for cause.
