Can someone explain how working on business development and/or proposals help you get staffed?

Sorry if this is a dumb question, but I don't really see the direct linkage. I've been unstaffed for about a week and a few days, and I've been busy with BD work.

However, I don't see how it'll help me get staffed - is it just working with people who might staff me in the future, showing off my abilities to them, or working on the pitches that may lead to projects?
