MBB Offices

Why is Boston considered to be a second tier location for MBB firms if two of the three have their headquarters in Boston (BCG and Bain)? I've read that here and heard from other places that NYC, SF, Chicago are considered to be the best and I was curious as to why. Also, why headquarter out of Boston for Bain and BCG and not NYC?
