Does a blazer dress up or dress down?

What do you guys think - if you're not wearing a suit does a blazer/sports coat dress an outfit up or down? I generally think a blazer with slacks is actually a bit more casual/fratty/preppy (i.e., less formal) than just slacks and a shirt and tie, but some people disagree.

Is tie with no jacket really that bad? That's what I tend to do when possible. I would say it's on about the same level of "dressing up" as jacket with no tie, it's just jacket with no tie is more stylish dinner party attire, and shirt with tie no jacket is somewhat of a relaxed business attire...Hope that made sense

Remember Shooter McGavin? That's what I think of when I see a blazer. Than and 2nd grade Catholic school.

Just wear a blazer without a tie if its biz casual, you'll be fine
