I doubt you'll find better quality for this kind of money: ~$185 with shipping but be aware you'll have to pay customs once they arrive (~$50). I realize that puts you slightly over your budget but I doubt you'll find a quality pair of leather monks for less.

No, absolutely not. Living anywhere where they'll get exposure to rain and snow I would recommend putting a rubber sole on. Meermin themselves do a Dainite-type sole that you can ask for - not sure what their policy is though. Otherwise bring them to your local cobbler.
